Hooks Available - 3.3

Description of problem:
When creating a Cluster with compatibility version 3.2, Cluster.Gluster Hooks sub-tab is not available, where as with Cluster version 3.3 the Gluster Hooks sub-tab is available.

How reproducible:
Always

Steps to Reproduce:
1. Create Cluster version 3.2
2. Create Cluster version 3.3
3. Validate whether each cluster has Gluster Hooks sub-tab available.

Actual results:


Expected results:
Gluster Hooks should be available for Cluster version 3.2, as it is in Big Bend.
