Title: Creating an Organization Debug Certificate

Describe the issue:
Spectrum_Health is the Org created at first build of the system.

Manage Organizations:

I created Priority_health as a second org along with three environments[dev,test,prod]

I downloaded the Debug Certificate for Spectrum_Health

I tried to download the cert for Priority_health, but the "Generate and Download" button did not appear,
I clicked on the message "Debug Certificate: Generating and downloading the debug certificate allows a user to view the repositories in any environment from a browser."

and the following appeared at the top of the page:

    undefined local variable or method `log' for #<OrganizationsController:0x00000009723298> (NameError)

With Snap10-Compose2 (Satellite-6.0.3-RHEL-7-20140619.0), I am able to download a debug certificate for multiple organizations; therefore, going to move this to ON_QA for verification.
