rubygem-rhc is out of date with upstream (see bug 788538) but the current version available in updates-testing for F19 has a dependency problem:

$ sudo yum update --enablerepo=updates-testing rubygem-rhc

* should fix your issue,
* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing rubygem-net-ssh-multi-1.2.0-1.fc19'
as soon as you are able to.
