Description of problem:

Originally, catalog only supports a very few of layered products cert, so we used specific function to check whether a specific layered product cert has been created by hard-code the layered product name.

Since catalog will support more and more layered product certs, we need to write a general function which can be used to check the cert existence of any layered product by passing the layered product name as a parameter.
