We should have a man page for oo-quarantine to tell us what it does and how it works.

Actual results:
[root@ip-10-185-28-219 ~]# man oo-quarantine
No manual entry for oo-quarantine


Expected results:
Should have a document to tell us what this does and how it works.

Verified on devenv_4125, the man page of oo-quarantine has been added.
