Description of problem:

We've relied on scripts available in openstack-utils 2013.2.2, but this package hasn't made it into the RHOS 4 pre-release.  It would help tremendously to update the openstack-utils package before the release.

In particular, we've relied on this when producing the upgrade documentation, where it helps dramatically simplify the instructions.
