Description of problem:

 Package provides:

printer-filters = printer-filters-1.1-8

...which is invalid, as the right hand cannot contain 2+ :'s or -'s. Likely you want:

printer-filters = 1.1-8

Version-Release number of selected component (if applicable):

foomatic-0:4.0.9-3.el7.x86_64

 This is true for the obsoletes too ...

printer-filters < printer-filters-1.1-8

...which is even worse, and you surely want:

printer-filters < 1.1-8

rpm -q --provides foomatic |grep printer-filters
printer-filters = 1.1-8
