Steps to Reproduce:
1.Enter to any test plan, e.g. https://tcms.app.qa.eng.nay.redhat.com/plan/6692
2.Select cases that you want to create test run
3.Click run-> write new run or Add cases to run

Actual results:
No response, and unable to create test run

Expected results:
direct to test run creation page

Verify V3.8.5-4 on https://tcms.app.qa.eng.nay.redhat.com  -- PASS

Verify steps:
1.Enter to any test plan, e.g. https://tcms.app.qa.eng.nay.redhat.com/plan/6692
2.Select cases that you want to create test run
3.Click run-> write new run or Add cases to run
4.Click run-> Add cases to run

Actually result: After step 3,4 can create new run or add cases to existing run.
