Description of problem:
rerunning packstack with the generated allione answerfile will fail with qpidd user  logged in

Steps to Reproduce:
1.packstack --allinone
2.packstack--answer-file=packstack-answers-20131129-154017.txt
3.

Actual results:
install fails with qpid user already logged in

Expected results:
install continues. 

Additional info:
stopping the service was sufficient to move past this point

This bug contains too few info, can you please attach log files with the error message?

In previous versions the qpid puppet manifest had problems tying to check the qpidd user rule, now the service is stopped before any modifications to this user.

This bug has been addressed and fixed in the latest version: openstack-packstack-2013.2.1-0.22.dev956.el6ost

according to comment #c2 this has been fixed but bugzilla is still requesting info from me
