Description of problem:
when the user does an allinone provisioning, a demo project and user is configured. a cirros image is added. however, the cirros image is not instantiated.

since all the parts are there, the cirros image should be provisioned and when the user opens the console, logs in and either pings www.redhat.com or ssh to another machine, it should just work(tm)

Packstack is installer tool and not provisioning tool. User can start VM via Horizon or CLI client himself.
