Description of problem:

Provide an option to configure MAIL_SERVER and start/restart "ovirt-engine-notifier" service from UI. Currently the user has to manually configure the MAIL_SERVER and start the notifier service from the backend Engine server before adding any event notification from the UI.

To make life easier for an admin, providing the option to do these operations from the UI would be good.

We are not planning to address this new feature. Hence closing this BZ. If you think, it's applicable for 3.x or beyond release and would have an impact on customer, pls. open up a new BZ with the appropriate version. Thanks, -Dusmant
