Chapter 7. Changes in this release contains several BZ issues with draft text.

Example:
988283 - CLI GUI - write attribute dialog for string value should enclose value in generated command to double quotes
 -- no text, only yellow box with title "draft" and text "TEXT MISSING"

All Release Note entries marked as Draft have been individually checked and the majority have correct content and flags set.

It appears as if the export process was out of sync when the document was pushed to the Stage for review. A new push should correct these issues.
