1.Browser any test plan, such as https://tcms.app.qa.eng.nay.redhat.com/plan/5858
2.Click "export all cases"
3.Save file and open the download file

Actual results:
only "<testopia version="1.1"> </testopia>"

Expected results:
The files contain all cases info of this test plan

Fixed. Due to the original implementation, only export those cases whose status are not Disabled.

Steps to Reproduce:

2.Click "export all cases"
3.Save file and open the download file
