Description of problem:
In the files Publican tree :

the file Targeted_Policy.xml is used twice.
The files are not identical: the first in the list is well-stocked (29.9ko) 
by comparison with the second (22.3ko). The first seems newer.

I don't know if duplication is necessary, but the duplication of two différent 
files with the same name arises problem of translation in Transiflex. Tx offers
one file for translation: the second (the last in list?). So when you build the
html with publican, many sentences are not translated.

Okay, this isn't great.  This appears to be the same file but different versions.  Oh this looks like a tangled mess.

Okay, I've renamed all the MCS files so all file names should be unique, now.  I'm hoping that the translation memory feature in Tx helps fill those new PO files.  If not I'll try to figure out how to sanely move the translations over.
