Update to jetty-9.1.0

I'm going to update jetty from version 9.0.6 to 9.1.0 in next few days. The current version of hadoop doesn't build with jetty-9.1.0 due to changes in jetty-jspc-maven-plugin configuration format. The attached patch should fix the build, but it is possible that some other configuration fields need to be changed as well.

jetty-9.1.0 is now available in rawhide
