we have a partial delivery from the translation team.  i am going to handle this situation in this way.

1) clone BZ 1033698  (the original BZ)
2) the cloned BZ ...THIS BZ ... targetting for JON 3.2.1 for the remainder of the translation work
3) set the original BZ 1033698 to ON_QA for verification in CR1
