Description of problem:

The configuration sections of all the other OpenStack components are split up into different sections (keystone token config, message broker setup, db connect string, etc). The Networking one is not.

This makes cross-linking harder, since there's currently no logical way to link to a specific subsection there other than to link to the page itself and spell out the specific step. In addition, adding a prereq/xref specific to a certain step is not as intuitive, since links are done at the topic level. 

Noticed this problem while doing BZ#1009641, when I needed to associate the "Setting the Message Broker" step of Neutron to the "Configure SASL using a Local Password File" procedure.
