This isn't the right blueprint for this feature.  Volume transfer did land in Havana.

Thanks Eric, that clarifies things. Just now found the upstream content for this:
http://docs.openstack.org/user-guide/content/cli_manage_volumes.html#cli_transfer_volumes

Note that we intend to pull the upstream End User Guide into Icehouse.

Setting this BZ to MODIFIED. Deepti's edits per BZ#1033926 have also since made it upstream, so I think that satisfies the doc requirements for volume transfers in RHOS5.0.
