Description of problem:

Clicking 'Back To All Bundles' button in japanese displays only main menu and does not display the bundle UI. Tested on FF17 and IE9.
Please refer the attached screenshots.

Steps to Reproduce:

1. Navigate to bundles menu
2. Upload a bundle
3. Open JBoss ON UI in japanese
 ( Add "?locale=ja" at the end of JON URL or use 'ja' in browser preferences)
4. Navigate to bundles menu.
5. Click on the bundle name.
6. Click on the button 'Back To All Bundles'
7. The UI displays only main menus and does not display the bundle UI

Expected results:

Back To All Bundles button should work in japanese locale

Additional info:

Back To All Bundles button works in German(de) and English(en)

this is PRD requirement L10N-020c  for JON 3.2 GA

if this blocked the bundle feature ... i would say this BZ then blocks GA.  but as it is only the back button, i am recommending JON 3.2.1 for target release

         to URL and there are issues with some "non-ASCII" characters.
