Description of problem:
Clicking on the "Console" button using the "Native" method, a new blank tab is opened on Internet Explorer 10 on both Windows 7 and Windows 8. This requires the user to close the tab so they will notice the "Open or Save console.vv" dialog box.

Steps to Reproduce:
1. Open IE and connect to either the Admin or User portal
2. Select Auto or Native in the console options
3. Click the Console button

Actual results:
A new, blank tab appears while the original tab (now obscured) has the Open/Save dialog box for the console.vv file.

Expected results:
No additional tabs should appear; the Open/Save dialog box should appear on the current tab. If possible, the console.vv file should automatically open with the appropriate application without confirmation.

IMHO not a blocker for GA as IE users are still mostly using ActiveX
this is supposed to be fixed in 3.4. backport should not be difficult
