Description of problem:
The pending memory is not decremented, during VM migration. 
Thus, host memory is considered as occupied, while it is actually free.

Steps to Reproduce:
I encountered it on a concurrent 5 VMs migrate from 1st host to a 2nd host.

The pending value was not decremented after successful migration.
