Description of problem:

Misleading message is displayed when VM image is locked and user tries to create VM via CLI.

If user creates a template from CLI and tries to create another one of the same VM immediatelly this message is displayed:

error: 
status: 409
reason: Conflict
detail: Cannot add Template. VM still running, stop the VM and try again.

How reproducible:
100 %

Steps to Reproduce:
1. Create a template of VM from CLI
2. Try to create another one immediately


Actual results:
Message "Cannot add Template. VM still running, stop the VM and try again." is displayed to user

Expected results:
Something more generic like "Cannot add Template. VM image is locked." should be displayed as we cannot differentiate where the image lock is coming from.

would "Cannot add Template. VM is locked or still running, try again once VM is in the Down state." be ok?
