Description of problem:
The Attachment locator page has an Edit button, that points to an action the server doesn't recognise.

How reproducible:
Easy always

Steps to Reproduce:
1. Go to $server/attachment.cgi
2. Enter a number into the Attachment ID field
3. Press Edit

Actual results:
Error:
Unknown action edit!

Expected results:
I'm not even sure what this is for.
