Previously, the list of locales which are not supported were displayed in the Console. Now, with this update, only the supported locales are displayed.

Description of problem:

In the landing page of RHSC https://hostname/ovirt-engine/, there is drop down available to choose the locale, this has unsupported locales like es_ES, ja_JP, etc.

Hence RHSC is supporting only en_US, other locales should not be listed.

Steps to Reproduce:
1. Navigate to home page of RHSC
2. Drop down available to choose locale

1. Navigate to webadmin login page
2. Drop down available in the login popup to change locale

Actual results:
Drop down contain unsupported locales

Expected results:
Drop down should not list unsupported locales

Verified as Fixed in cb12.

Drop down is now not listing any unsupported locales.
