Description of problem:
In JBDS Teiid Designer, if you need to override the file translator's encoding value and want to set it to UTF-8, the Designer shows this value as the default so will not write it to the overrides in the vdb.xml and hence the server will not look at it. Can the default in the Designer be blank? so that any value entered will be written as an translator override in the vdb.xml file.

How reproducible:
Everytime

Steps to Reproduce:
1.Create a VDB
2.Go to translator override tab, create an override for file translator
3.Look at the encoding property, default is UTF-8, save the override
4.Open the VDB file and look at the vdb.xml file, it doesn't contain this override, so the server ignores it.
