Description:

In some situations 'nova-cell' rpc consumers become bottle necks.

This blueprint aims to enable multiple 'nova-cell' processes to consume a single rpc message queue.

So it'll work in both the top level (global cell, with no computes) and in the child cell (no nova-api, but lots of computes) situations.
