Cloned from launchpad blueprint https://blueprints.launchpad.net/nova/+spec/two-vifs-one-net.

Description:

Currently Nova limits connection of VMs to networks - a VM can only connect to any given network once, and attempting to boot a VM connecting to the same network twice gets a '404 Not Found' on the nova boot call. Remove this limitation.
