Description:

A simple web service that functions like the ring-builder command line interface.  Should allow for the listing, addition, deletion, modification, and rebalancing of the devices in the ring.  Could also serve as distribution point for the ring to nodes. Can serve as the base requirement for a ring builder webui (standalone or integrated with the dashboard) and for auto-provisioning along with swift-recon.
