Description:

The additions of aggregates and aggregate zones in Nova introduces the ability to modify AZ via the API.  This will likely lead to some difficulties in keeping Cinder synced up correctly and keep EC2 working.

Cinder will at least need to be able to perform the same sort of AZ assignments dynamically.  We should also be able to match the aggregate model and cinder nodes belonging to multiple AZ's.
