Description:

Ceilometer alarm management page

Will be both in Admin and Project tab and will contain:
1. Table of the created alarms
2. Management of the alarms(CRUD)
3. Table of the History of each alarm
4. Charts of the history of the alarms, the state of each alarm can be only (ok, alarm, insufficient data), so we need to find a way to display it properly in time
5. Asynchronous notifications (notifications of alerts visible on each page)
- I am putting a realtime communication as a dependency here, it could be needed for asynchronous obtaining of new alerts, though probably as a next phase of this
