Description:

A user should be able to create a port on a network, and specify security group(s), fixed IP (or not), and enabled/disabled (admin state).

A user should also be able to delete a single port or several ports in the ports table, even if currently attached to a server.

These actions should only be allowed if the user has permissions to edit the network (similar to subnet check)

Note: this warrants discussion of whether Admin Dashboard features for network admin are as desired / in the right place / etc
