Description:

After checking the javascript code of Horizon, it appears that underscore is only used 12 times in all the project and only for small case on manipulating array. These functions could be written with the jQuery utils. 
It might be a good idea to remove underscore to lower the fragmentation of Horizon code, and reduce the number of external libraries used.

In case anyone asks: 
How to test: rpm -qlv openstack-dashboard | grep "static/horizon/lib/underscore"
should be empty. vs. an older version (something from openstack-dashboard-2013.2.*) should still contain it.
