Description:

Modals (http://getbootstrap.com/javascript/#modals) are great for simple dialog prompt.

Today, forms like "launch instance" are also used in a modal. The number of items to display for such form makes the modal really big. In several cases, it doesn't fit in the screen size. And in all cases, we could use the available space around the modal to inline inputs, display more elements and avoid scrolling (most of screens have horizontal ratio).

Below (whiteboard) a list of screenshots for the top 8 screen sizes to start discussing about concerns and improvements.

from this blueprint, only the fullscreen attribute to modals was implemented.

This feature could internally be used in horizon, but can not be tested, as dependent (and user visible changes) are not merged.

According to comment #3 my suggestion is:
1. Change the target release/milestone.
 Or,
2. Provide an info what and how can it tested now, and open new RFE for the rest of feature abilities .

3. don't test. We had many blueprints during this cycle providing infrastructure for new features.

I would recommend, not to test this. 

Due to the fact, we're matching blueprints to bugzilla bugs, and we can't handle semi-implemented blueprints, we have very limited options here.
