Description:

Rootwrap is now used in Cinder, Nova, and Neutron. Its API (shell command parameters) are stable, so it now makes sense to make is a separate, standalone package. This has to happen at the beginning of a cycle so that we can phase out the local copy and get packagers to adopt the standalone thing.
