Description:

We're building up a backlog of issues which probably need to be rolled into a version-bumped API, so we need to figure out what changes are needed and create a new version.
- Remove reliance on tenant_id in endpoint path
- Change all references from tenant to project
- Move to pecan/wsme?
- More tbc, needs ML/wiki discussion to capture requirements
