Description:

In ceilometer we want to make the central agent highly available by running several agents which will cooperate. In a previous blueprint we defined a group membership service which aims to monitor group of nodes: https://blueprints.launchpad.net/oslo/+spec/service-sync
This blueprint is the second step and propose an architecture to dynamically load balance the polling task amongst a group of agents by leveraging the group membership service.
