Description:

By current implement, Ceilometer only supports guest(VM) level metrics. Given that the metrics data of Ceimometer would be leveraged by Nova scheduler, so it would be nice if Ceilometer can collect metrics from different level. 

Based on current design of Nova, the level of host, availibility zone, cell is defined. So this bp will be used to track the host and availibity zone metrics collecting, since the cell support is tracked by this bp: https://blueprints.launchpad.net/ceilometer/+spec/nova-cell-support.
