Description:

Just like Ml2 PlugIn,it provides a mechanism driver,and many third party L2 softwares can plugIn into neutron with a standard mode.But there is not a proper standard mode the L3 software plugIn into.So ,i think we should provide a standard mode the third party l3 sotfware play with neutron.
