Description:

Lately, a few errors have been found in merged DB schema migrations scripts. Tests for DB migrations should be added to ensure it's possible to upgrade existing Neutron installations.

Similarly to Nova and other projects these tests should be run by Jenkins gate against all supported backends (SQLite, MySQL, PostreSQL).
