Description:

The NVP platform allows for retrieving traffic statistics for a port.
The aim of this blueprint is to make it available to Quantum users.

If other plugin maintainers (especially OVS, LB, and ML2 as soon as it'll be ready) are willing to work on port stats too, we can review the APIs together.
