Description:

In short, we want to set a precedent for plugin to be a bit more cognizant of how much it should be interacting with the backend implementation. We've been running a hybridized mishmash of one-off Nova network manager, melange and one-off, v1 API Quantum for some time now, and we decided it was time to start pushing some work upstream that provides everyone with the performance benefits we've been trying to squeeze out of our implementation. Essentially, Quark will try to denormalize a lot of the data the existing plugin normally looks to the backend for, and provides an IPAM solution more like what Melange gives us.
