Title: Root Logger Properties

Describe the issue:
 Apparently filter-spec specified on root-logged is not inherited by other handlers (please see BZ1040961). We should note this in documentation. 
 
Suggestions for improvement:
 Update the Root Logger Properties table with information from BZ1040961. We may add the same note into 13.1.5. Filter Expressions for Logging.
