Bug Details: 
Hotkey menu is also accessible when user has VM in full screen mode as 'Send key combination'. This menu is visible when user goes with mouse to top middle area of  screen.

If agent is not running and mouse cursor is locked user has to release mouse with Shift+F11 or proper mouse release combination first to get this menu.
