Description:

Currently, we are update the network_cache wiether we need to or not. We should add more logic to only update the cache if needed. This is important as the perodic healer is always updating the cache.

From what I can tell, the completion of this work is stalled upstream pending an updated and resubmitted spec and 3 abandoned patches. Please advise on necessary whiteboard flag changes. 

Status of POST might be premature in this case as well, so I'm moving back to ON_DEV.
