Description:

In some projects(quantum, cinder), nodes write to database periodically for heartbeat. This mechanism is inefficient. There were  two solution for providing different implementation of heartbeat in nova sevicegroup api and matchmaker. Hope it can be common utils that can used by heartbeat of node and matchmaker in all projects.
