Description of problem:
revision in f20 is numerically older than one in f19.  fedup therfore does not properly replace package.

I've recently pushed updates (sane-backends-1.0.24-7) for all Fedora releases (18 to 20) in sync. It can be (due to freezes in the ramp-up of F-20) that a particular update reaches stable in F-19 sooner than in F-20, but this is not something a package maintainer has influence over, nor should this hold back updates in older Fedora releases (and -7 has been pushed to stable this weekend). Besides that, the F-19 package should be perfectly functional on F-20, the only difference is the location of the package documentation: F-20 doesn't append the version number for the documentation directory name any more.
