This looks like a packaging problem of lotus notes. Situations like this happen when a package (in this case ibm-notes-config) depends on a specific version of another package or packages (in this case all those *-nl1 packages). When these packages receive an update and the config package doesn't, the transaction obviously can't be carried out, as it would break dependencies. Could you confirm that this is your case? ibm-notes-config. I wonder why yum would think that the package is installed and not updated. Do you happen to have the spec file of the package? If yes, could you send it to my email?
