Description of problem:
The source URL from the spec returns 404:
http://search.cpan.org/src/NEILB/cpan-upload-2.2/

The usual upstream release monitoring URL does not find it either:
http://search.cpan.org/dist/cpan-upload/

Therefore I removed it from the monitoring. Please add a comment to SPEC explaining the status of cpan-uploads upstream status.

You are right, it looks like the functionality is provided by perl-CPAN-Upload. I'll kill this package.

I meant perl-CPAN-Uploader. Fixed.
