Description of problem:
This needs to be manually put into an Important tag right after Known Issues header.

Directive from Perry:
"Presently we recommend installing neutron manually or via packstack.
Installing via Foreman has multiple known issues that we are working to
correct in an update shortly"

Edited to:
"Red Hat currently recommends installing OpenStack Networking manually (Installation and Configuration Guide) or using PackStack (Getting Started Guide). Installing OpenStack Networking using Foreman has multiple known issues that will be corrected in a future update."

This can only be done after release notes "generate" script has been run to include final bug doc text to generate Notes.xml, as Notes.xml has to be manually edited to add this.
Will do last minute before release.
