Description of problem:

Created 3 applications, and upgrade to silver account, then go to application types page, there are still warning message like "There are not enough free gears available to create a new application. You will either need to scale down or delete existing applications to free up resources.".

How reproducible:
always

Steps to Reproduce:
1.Create 3 applictions using free account
2.Upgrade to silver account
3.Go to application types page

Actual results:

There are still warning message like "There are not enough free gears available to create a new application. You will either need to scale down or delete existing applications to free up resources."

Expected results:

Warning message about lacking gears should not be displayed after upgrading to silver account.

I cannot recreate.
I created 3 apps with a free account, then upgraded to silver.
As soon as I upgrade, I am able to go to "Applications > Add Application... > php > Create Application" without seeing any warning or error messages.

Can you give me the exact steps to recreate?

Tried on devenv_4154 for 5 times as above steps, and reproduced 2 times, so it can not be always reproduced, suggest you to try a few times as above steps.
